Right. Another option that I suggested earlier would be to do this using IPv6 link-local addresses. I'm not sure how much work it would be to snoop those, and possibly add a 82-like option to them.
A different approach would be to see if PANA can be run using multicast addresses etc the same way DHCP does. This is probably easiest for intermediate snoopers but it's sure to require some massaging of the PANA spec.
