This series fixes the current scaler igt test failures and enhances
kms_plane_scaling and kms_plane for covering subtests below:
- verify all the supported pixel formats in planes
- combination of rotation and scaling
- combination of tiling and scaling
- multi-plane/multi-pipe scaling
I've cleaned up the previous series sent out by Vidya Srinivas,
and split out some patches for clarity.
