Like it was done for the generic IS_GEN -> GT_GEN rename, but since
the LP/BC variants only exist in gen 9, keep the single macro
definition. Also move the define to be together with GT_GEN().

Users were converted with:

sed -i 's/IS_GEN9_/GT_GEN9_/g' \
        drivers/gpu/drm/i915/*.{c,h} \
