Why do we remove the power get for dsc_power_domains here? IMO this is causing 
the CI error since 
in dsc_disables we do try to put the dsc_power_domains but we error out saying 
on dsc disable:

"Use count on VDSC POWER DOMAIN already 0"

we need to get power domains here since for Pipe A/eDP on TGL, we do need a 
separate PW2 for VDSC.
