Argh. No the check here should just be vco==0. For the case ~0 or the signed 
value, we have it covered in bxt_set_cdclk() where we end up not taking the 
crawl path.

This is called only from atomic_check() part of the code. The check is part of 
the crawl check in bxt_set_cdclk() which comes directly from bxt_sanitize code 
path where it is affected.
