Ok here's what happened for me: I ran Sigma 2 x64 as I had win7 64-bit and installation went just fine. I didn't expect Sigma 1 to start the installation process as it was for win7 32-bit but I executed it anyway and got the same error as you did. Now I've read somewhere in this google group that a guy changed the name of Sigma 1 Setup.exe to Setup.exe and it worked for him but I don't know how true that is but you could give it a try, otherwise it is probably a problem with the software itself.
