It's a technology to change the frecuency and saving battery the cpu (or software) adjust itself depending on the use, for example if you're just chating or working with light app then it will run around the half of the maximun speed, but when you're gaming the cpu will run at maximum speed (sound like crysis xD).
BTW Mad_BEAST I also use Rightmark cpu clock utility, and yeah it is very good to decrease the temp of the cpu (it went down around 10ºC) but it doesn't work for OverClocking, it just make a better control of the cpu voltages but no OC. For OC there are other app but to say the truth any of that worked with my laptop. Anyway if you're interesting on droping down the temp of your cpu (and if you don't want then you are crazy) check this guide about this technique that is called undervolting: http://forum.notebookreview.com/showthread.php?t=235824 I followed that, and work prefectly.
