Windows Vista and seven can "See" way past 4GB just not use it, for instance on my sisters PC its 32-bit and has 5GB of RAM (Long Story) and it actually states what it can see (5GB) and what it can use (3.25GB), Windows XP (2000 might as well?) and upwards have Physical Address Extension Built in. If he is using all 4GB he might be using one of those unco programs out there which try and create a new set of addresses for the extra RAM although I have yet to come accross one that actually works properly.
