It's more of a aib vendor design choice, and the primary limitation of
rv700 gen cards were it's vrm, not the gpu core (on reference designs,
nonref were likely worse).
My hd5870 can handle 1005 core, but only if the vrm stay below 70-80C,
otherwise, it crashes in Kombustor (but gaming is stable @ 1005).
