You know he might not have the raw cpu horsepower to run dx11 games, thats why I didn't look that much into dx11 cards. And yes, I know that ati happens to be cheaper than higher end dx11 cards, but even though both nvidia and ati drivers kinda suck :) I still think nvidias generate less to none artifacts on the screen, so my money would be on nvidia, either a GTS250 with GDDR5 or a GT240 for half the price and DDR3, both being capable of running GTA IV, that lousy horrible console port :))
