i have already reinstall my steam numerous times and it still act like that, i have done many fixes such as delete all items except steamapps and steam.exe and bla3, but none work...actually u can reinstall steam without effecting any games u have in steam...juz backup the steamapps folder and then proceed the re installation process ...
