The thing is that I've seen much lower performance on c&c 3 with value 2 than with value 1.
Technically, X3100 should be capable of SM3, meaning both PS and VS. Of course that intel also claims the gma 950 to support SW VS3, but as they say "in a future driver release", that future never been seen so far :S Most games show a noticeable fps increase from value 0 to 1, and when I say noticeable is not a big number increase but actual motion smoothing.
