First, you need to post your specs, hardware and software wise, we don't play guessing games.
Also, not only the water, but plenty of textures suffer from severe clipping, which with a clean morrowind can't be fixed, except with mods. But there isn't supposed to be so much difference between 915 and 945 chipsets, as for gaming purposes there is only a slight clock reduction. I myself can run it very well, even with stock drivers on vista.
