personally i use that for my """"genuine"""" windows activation...lol :D not sure of its exact definition, but i would say its something that windows uses to identify genuine serial numbers...these SLIC2.1 mostly come with new laptops which are shipped with OEM versions of windows 7 not sure if it exists on other windows as well :)
