if am not mistaken...it stands for "system licensed internal code" and its usually included with today's laptops which are being shipped with Windows 7 (OEM) ...since most of us have laptops which either pre-shipped with Vista *hasta la-Vista baby* or the good'old windows XP, that means we either have to buy a "Genuine" windows 7...or buy a new laptop pre-shipped with it, and it includes the missing SLIC 2.1...i think! again if am not mistaken...that windows vista has its own SLIC and windows 7 has a newer version! so like you said ESPI...SLIC 2.1 usually comes included with the bios or some sort!...thats why if u do a little tiny google search for "SLIC2.1" the first results will be "Windows 7 activation with SLIC2.1" hahahaha...and thats the method am using too. a tough method indeed! and using the activators is waaaaaaaaaaaaaaaaay easier :P...
