black ops was TERRIBLE for me on PC (and 90% of people at launch), the
settings were so bad as well that there were settings enabled off the
start that assumed that everyone had 2+ GPU's and 1 CPU lol
(multithreaded device and multigpu are the options)

Steam users got patches that fixed it for some people, non-steam
people have an update by SKIDROW but like the steam patch, only fixed
it for some people :/
