Not really, not gta 4 at least. You still haven't said which monitor
you have. multi-gpu setups are another thing I don't like about ati. 2
nvidias in sli can give 100% more performance, while 2 atis in cf give
at best 60% more performance. A GTX460 would have been a much better
buy. And it's not just the drivers that need optimizing, but that's a
longer talk :)
Anyway, you should definitely get a soundcard, and no need on getting
something expensive, as your ears first need to be trained. Getting
another ati gpu isn't so important, both because of the reduced
performance gain when taking in account spending twice as much, and
the fact that there are many games that gain 0% performance with multi-
gpu setups, and some even have lower performance.
