The outages list for all maps is still available on the web server. We changed the access model for the built-in web server in version 3.7. Clients who access the web server as ordinary users only have access to the per-map outages and error reports. To see the comprehensive outages report for all maps on the server, you have to be an 'Admin' user, ie a member of the "Administrators" group.
This may change before 3.7 is released. We are looking at allowing ordinary users to have 'comprehensive' outages and errors reports, but only referring to items on the set of maps for which they have been given access.
