We use apcupsd (http://sourceforge.net/projects/apcupsd), and it has two shell scripts 
that by default send mail to root; they could be modified to use snmptrap 
(http://sourceforge.net/projects/net-snmp) to send a trap. I'd planned to do that, but 
eventually  we bought an addtional UPS with its own SNMP card.
