[BUG FIX] If a map doesn't have a background image, send a 1x1
transparent gif to any web browser that requests one.
If my memory serves me well, some browsers* have problems with 1x1
size images, so to avoid those buggy browsers, send a 2x2 or even 4x4
size image - the bandwith used should not matter... ;-)
* Mostly older IE..
