It works fine.  But since only a couple of people approve CVS accounts
(which is very much on  purpose) it takes a little while for them to go
through.  Documentation-related accounts and karma requests are bounced
off of the relevant doc leads first and then either granted or rejected
based on the feedback.  So yes, this can take a couple of weeks depending
on the schedules of the people involved.
