There's no reason to. If these people don't contribute and don't vote - so what? There's no limited pool of votes that needs to be distributed, and as I said before, the reason for getting a vote is not passing some kind of representation quota. If the person contributes substantially, they should have a vote, regardless of how many or few inactive voters are there.
