It doesn't seem evident to me. For me it worked flawlessly and did 
exactly what I wanted it to do - show current time on the machine in the 
format I tell it to.

No, it didn't work "by chance" - it worked because it used standard OS 
services which worked.

code unless you live in UTC timezone"? Well, most people don't live in 
UTC timezone.

I do not think solution that breaks working code is "proper", unless in 
your dictionary "proper" means "it works for me and others may STFU".
