I'd be more for dropping all support whatsoever by the end of this year and focus totally on PHP 5/6. Critical security fixes are another issue altogether.
We already are focused on 5/6. When the last time on the list was anything php 4 discussed that wasn't security fix? Almost all the discussion now is PHP 5/6.
