Yes, but we aren't talking about going to the next one up. We're
talking about going to one that's a bit too recent and won't work out
of the box for everybody.

If we are going to move forward, it makes sense to move forward to the best one today, not trade "very slow" to "a bit faster, but still slow". If we go through upgrade trouble, we better have something to earn from it. As for "out of the box for everybody" - we may keep the old build for releases (I wouldn't do it for snapshots - if you want bleeding edge, don't run windows 95 ;) at least for 5.x, but we can't realistically drag all the history of computing behind us forever.

VC2005 compatibility pack has these requirements:
Windows 2000 Service Pack 3; Windows 98; Windows 98 Second Edition; Windows ME; Windows Server 2003; Windows XP Service Pack 2

I think it's reasonable to expect most of the people would fit one of these.
