That's the core of the misunderstanding - your superglobals proposal has much higher potential for causing problems than "functions and variables" in general. It is born to cause trouble, so to say :) This is the important point - not all features are created equal, some of them are more trouble-prone than other. And given that I personally don't see a lot of welcoming cheers on the list, I say the chance of it happening in core PHP is quite low.
