The way I see it, we should branch master to a new PHP-5.7 branch, and then 
merge phpng into master.

I think we should have a PHP 5.7. There are plenty of things we can still do in 
the 5.x series and it would be better to get them into PHP next year with 5.7 
rather than in two or three years with NEXT.

On the other hand, keeping all the new features for PHP NEXT only provides more 
of an incentive to upgrade to 6.
