I don't know about io/node, but Rust most certainly have not replaced a mailing list with the issue tracker; they've replaced it with a web-based forum. They use the issue tracker for RFCs, where PHP uses a mix of wiki and nominated discussion threads, but you started this thread talking about the discussions, not the RFCs.
