The PEAR installer is not just the *PEAR* installer, it 
installs and packages PECL extensions too. Actually, it's the only way 
how people directly install PECL extensions.

So do you want PHP not to have a tool that installs extensions out of 
the box? Frankly, I think that's irresponsible.
