A succinct summary, sir...

The rural situation, for many, will likely be taken up with cellular
solutions, I'd wager.  Yes, it will cost those folks more than it
costs us 'in-towners, but that will become a consequence of rural
living.

After all, it could be argued that urban dwellers have, for years,
subsidized the telephone, postal, and electrical infrastructure
requirements of rural folk.

That's neither good nor bad, it's just the way it is...
