I have been working with MS for the last month on this. An interesting development (or maybe not so interesting) is that it appears to be a problem within the Microsoft Virtual Machine. According to one of the MS techs I have been working with, <fieldset> is a 'java related' tag.
If you use SP1a instead of SP1, the problem does not occur. The only difference between the two Service packs is SP1a does not include the Microsoft Virtual Machine (see KB 813926). However, if you already have SP1 installed, applying SP1a on top of SP1 does not buy you anything. SP1a does not uninstall the MS VM.
