After 6 weeks of working with Microsoft on this, the "best practice
solution" for this problem is to turn off the visual styles option in
Windows XP.

There are two ways of doing this:
>From My Computer:
 R-Click on My Computer->Properties->Advanced->Settings->Visual Effects
    Uncheck 'Use visual styles on windows and buttons'

>From IE:
 Tools->Internet Options->Advanced
            Uncheck 'Enable visual styles on buttons and controls in web
pages'
