NLS sort order

How can I tell which is the sort order in Cache.
I have a class with "Names" like:
"LISBOA"
"�VORA"
"AVEIRO"
The order by is puting "�VORA" as the last one and it SHOULD be (in 
Portuguese like a common "E").
