I don't say that portuguese should be an exception.
But, when selecting a diferent collation some filter at database level should do the work on sorting depending on NLS_LANG for all the languages supported.

It's so easy to make an index to sort exactly the way(s) you want. In fact, there are at least three ways to implement it.
Tell me one (the best) please.
