For me nanoseconds are not relevant on a save watermark with users. It can be migrating data or so.
15 years from now I don't think my application is still running without being revised.

From this I infer that the source is normally $ZTS.
The format appears to be $zdt($zts,3,1,three), where "three"
is the resolution you want, if any, for the fractional part of the seconds.
(Nanosecond resolution doesn't sound realistic yet, but perhaps 15 years from now it will be.)
