In my use of IOIO connecting to PCs over Bluetooth, I've noticed some vendor specific Bluetooth stacks don't play well. If you happen to be using a vendor specific Bluetooth stack (DELL, Toshiba, etc.), then you may want to try uninstalling that stack and reverting to the out of the box Microsoft Bluetooth stack.
