Hello Jack, I hope you had just left out the capacitors for simplicity. Otherwise I definetly suggest to have them.
Try to use a PWM frequency lower than 100kHz. Something like 30kHz is also ok. Try with a duty cycle lower than 100%, maybe 30% or 50% for the moment. It sounds a little bit as your power supply drops for a second, when you try to start the motor. Maybe you should think about connecting VM to the 9V directly.
