Thanks for the suggestions. It turns out that the 'direction' pin draws a couple of milliamps at 5V. I changed out the pullup resistor to 330 ohms, right up at the edge of what the IOIO will sink, and it goes to the 5V rail now. Which I am very glad to see, I didn't want to wire in several transistors. :)
