This is indeed what you need. The versions you are talking about are
hardware versions. The versions here are platform versions, whereas a
platform in this context is a combination of hardware + bootloader.
In your case, IOIO0023 = SPRK0016 + bootloader 3.x

Also, you seem to have somehow loaded it into the wrong screen (have you
modified the filename?) You want to load the file into the application
firmware screen. Please read
