Yes, you should be able to send someone an APK and it should work.
The IOIO has 4 different modes it can work in with Android (which are
normally transparent to the user): ADB, Bluetooth, USB Accessory, USB
device. When you comment out the libraries, you're disabling the last two.
The emulator + bridge setup uses ADB, so it doesn't care. Some older
Android devices (<4.2.2) can use ADB too (user has to enable USB debugging
on the phone). Newer ones will require the USB libraries. However, if you
just enable them as a last step before exporting the APK the functionality
of your application should remain in tact, so it isn't more than a little
inconvenience.
