Yes, it's a typical problem that the encoding part of locale
is left unspecified. Xlib can't handle that, although AFAIK
the encoding configured for the locale should be available
from libc. Ion used to refuse localisation and complain loudly
if the encoding was missing from LC_CTYPE, but these days it 
just prints a warning which will only be seen in the logs.
