I am not suggesting holding up RC2 for ZigBee. If all other required changes are in, we can go ahead and create RC2. If the ZigBee changes get done in time for RC3 then it can be part of it. As to when the ZigBee review (in general any review) gets completed is not deterministic ? the maintainers and developers are discussing it.
