Who cares if "only 12" of the Act's provisions are problematical.
I can place, at the bottom of any piece of legislation, a single clause, "And this act makes (for sake of argument) Dana Blankenhorn illegal, anyone who kills him does us a public service."
Hey it's just one clause, in a huge, huge bill. How can they object to the bill when it's just one clause. Not even 12?
The number of clauses the conflict with the Constitution isn't the issue. The fact that there are clauses that conflict with it is the issue.
The number of "problemmatic" clauses is irrelevant, and doesn't make criticism of the bill any less vital.
