I cant' speak to iperf 3, but from an iperf 2 perspective this level of
"system testing" really isn't supported.  Tools from ixia
<https://www.ixiacom.com/products/test> would be my suggestion.

In general, it might be best to start with actionable effects, i.e what
changes a test will effect.  Then one can work backwards to the tooling.
For example, we mostly test WiFi drivers and can effect hw and sw in those
designs and implementations.  In that context, iperf works very well.  If
our company effected routers or load balancers, I don't think iperf is the
tool to use.
