cvs rule flaw

Hello,
    I've got a problem with cvs. I connect up to a sourceforge cvs server to
get some items via anonymous cvs. And at exactly the same point the
connection seems to freeze. I'm not sure the exact time that it does it, but
it seems to occur roughly at the same point. I'm pretty much grasping at a
straw here, but here's my cvs rules:
pass in quick on ep1 proto tcp/udp from 192.168.0.0/24 to any port = 2401
flags S keep state group 300
