The main differences between 3.x and 4.x are
the use of the pfil STREAMS module to get packets
on Solaris and HP-UX platforms
ippool- which allows for the use of address pools
in packet filtering and nat rules
IPv6 support
use of a common parser framework for ipf, ipnat and
ippool.
As far as I can tell, the development is on 4.x so 3.x
questions might take longer to answered.
