I'm guessing that there was a size/space issue with the camera choice . . .the 
part itself can't cost that much in the quantity that Apple would be buying 
them. My guess is that either it wouldn't fit or else they concluded that the 
slight extra cost for the camera in the iPhone 4 wasn't worth it. After all . . 
.who's going to hold up their iPad to take a picture? Anybody with an iPad 
likely has an iPhone 4 as well . . .and if they have the iPad with them then 
they surely have their iPhone 4 with them as well . . .in which case which one 
are you going to hold up to snap the photo of the Grand Canyon?
