A good option is to buy an unlocked GSM iPhone from Apple. It costs more upfront, but there are no monthly fees. You can then pick your favorite local provider. It is a particularly good option if you ever travel abroad and want to use the phone with a local number and not pay roaming fees.
Make sure it's an unlocked GSM - AT&T type - phone. Apple doesn't often sell them unlocked but they are selling right now. Do the math, and check if it fits your budget.
