Yep!  
I just talked with a rep moments ago and she said exactly that! 
She admitted AT&T is not being clear on what to call their networks.
So yeah, no LTE in Seattle yet.

I called Verizon, gave them my address, and was told LTE is supported in my 
area.

AT&T could not tell me when LTE will come to Seattle.
