My understanding is that the Verizon one also works on GSM/HSPA networks if you 
have a SIM card in it.  There are reports of people using it on ATT with an ATT 
SIM card (maybe with some manual setup involved) (but not on LTE, just 
HSPA/GSM).  So you should be able to use it in other countries with local SIM 
cards.  Whether that would allow the hotspot functionality to work is another 
question. 

I know that when it comes time to get my iPad I will probably get the Verizon 
one since they support LTE in my area but ATT does not and I still have the 
option for ATT with it.
